Regulations require railroads to perform comprehensive safety and security risk analysis in order to determine which routes pose the least risk. There are a minimum of 27 factors to consider.
1. Security-sensitive hazardous materials include:
- Bulk shipments of Poison Inhalation Hazard (PIH) materials
- Over 5,000 pounds in a single carload of Division 1.1, 1.2 or 1.3 explosive materials
- Certain high-level radioactive material shipments
2. Railroad safety practices:
- Perform safety and security risk analyses annually
- Analyze and assess practicable alternate routes
- Seek information from state and local officials
- Address en route storage and delays in transit
- Enhance pre-trip inspections and rail hazmat cars
